
Public Safety Drone Procurement Checklist (NDAA, Blue UAS & Data)
A structured checklist for buying drones, docks, software or services — equipment restrictions, data security, support and total cost.
Start with the mission, not the aircraft
Write down the missions you need to support (for example search and rescue, crash mapping, fire overwatch or DFR), the response time you need, the environments (indoor, night, rain, wind, urban canyons) and the deliverables. Shortlist equipment only after the requirement is clear — otherwise you buy a camera you cannot use and miss the one you need.
Equipment origin and restrictions
Federal law restricts federal agencies, and in many cases federal grant spending, on drones and components from covered foreign entities. Several states have their own restrictions for state and local agencies. Ask vendors whether a product is NDAA-compliant, whether it appears on the Defense Innovation Unit Blue UAS list or Green UAS program, and what your state, grant and insurance rules require. Get the answer in writing.
Data security and evidence
Ask where video, imagery and flight logs are stored, who can access them, whether the system supports encryption, audit logs, role-based access and export in open formats, and how long data is retained. If imagery may become evidence, ask how chain of custody is maintained from aircraft to evidence system.
Support, training and lifecycle cost
Price batteries, chargers, spare aircraft, payloads, software subscriptions, docks, connectivity, insurance, repair turnaround and training for the full program life — usually three to five years. Confirm loaner availability during repairs and firmware-update policy.
